Policy on land grants to foreign governments

Following is a question by the Hon Albert Chan Wai-yip and a written reply by the Secretary for Planning, Environment and Lands, Mr Bowen Leung, in the Legislative Council today (Wednesday):

Question:

Will the Government inform this Council of:

(a)

(b)

(c)

the Government's policy on land grants made to foreign governments, including the Chinese Government;

the procedure for making such land grants; and

the Government's policy on setting the premiums for such land grants; in particular, how the premium is determined, and whether there are circumstances under which payment of the premium is exempted?

Land grants to other governments are rare. They have to be fully justified on the merits of each case;

such land grants, if justified, are made in the same manner as other land grants by private treaty; and

premiums for these land grants are determined in the same manner as those for other land grants by private treaty. Each case has to be considered on its own merits.
