"While the new rules require assembling as origin conferring, at the same time they allow that minor attachments, minor embellishments, and minor subassemblies will not affect the status of a good as wholly assembled in a single place," he said.
"However, the new rules do not provide sufficient explanations as to what exactly are such minor processes. This gives rise to uncertainty which is not helpful to trade."
On way forward, Mr Yiu said Hong Kong has formally requested bilateral consultation with the US.
"If consultations fail to produce satisfactory results, Hong Kong will have to consider taking appropriate steps to safeguard our trading interests and our rights under the Uruguay Round Agreement on Textiles and Clothing," he stressed.

Waiver letters regarding Yau Yat Chuen estate will be issued
The Government announced today (Monday) its decision to issue a waiver letter confirming that no lease enforcement action will be taken against a breach of the detached or semi-detached private residence covenant contained in individual leases in Yau Yat Chuen Estate for the life of the existing building.
The letter will be issued by the Legal Advisory and Conveyancing Office of the Lands Department upon request of the owners.
A government spokesman said: "This letter has been drafted with the express intention of removing the title problem presented by a recent court decision which involved an earlier version of such a letter.
"The new letter, which has received the agreement of the Law Society, should allay any concern owners of flats in Yau Yat Chuen may have concerning Government's intention with regard to lease enforcement action due to breaches of the aforesaid covenant.
"However, it should be stressed that the letter is expressly limited to the existing building, and does not apply to redevelopments."
