"The target of 1,650 has therefore been reduced by 242 places, and the funds saved have been redeployed for other rehabilitation services for mentally handicapped people.
"So we are spending the same resources but using them more flexibility to meet actual needs," the spokesman said.
Turning to sheltered workshops, the spokesman said the Working Party on Training and Employment for People with Disabilities, chaired by the Director of Social Welfare, considered that it made more sense to provide more supported employment places rather than an ever increasing number of sheltered workshop places.
"Responding to changing needs, the Government has increased the 2,110 target, originally for sheltered workshop places only, to 2,160 by 1997, but will be devoting an increasing number of these to supported employment places, for which there is an ever-growing demand," he said.
The spokesman added that the Governor had underlined his personal commitment to ensuring that not only the quantity but also the quality of services should be improved and waiting time for them reduced.
He had expressed his admiration for the role played by the parents of children with a disability and wished to do all he could to lighten their burden.

LDC development scheme plan for Wan Chai published

The Town Planning Board today (Friday) published the Land Development Corporation's (LDC) draft Wan Chai Road/Tai Yuen Street Development Scheme Plan and the associated Land Use Diagram for a proposed redevelopment scheme in the southern part of Wan Chai.
The 0.86-hectare scheme area is bounded by Cross Street, Tai Yuen Street, Queen's Road East and Ruttonjee Hospital.
Most of the buildings in the area are four to eight-storey residential blocks completed before 1966.
