"Some provisions in the Ordinance will continue to be required. These relate to the management of the telephone numbering plan and the enforcement of the current price capping arrangement for certain basic telephone services provided by Hong Kong Telephone.

"It is our intention that the price control arrangement will continue to be enforced as long as Hong Kong Telephone remains the dominant provider of such services. However, the provisions will need to be amended to enable them to operate effectively in a competitive environment.

"Another proposal in the Bill concerns the allocation of special telephone numbers. Given the appeal of special telephone numbers to the public, it is necessary to ensure that such numbers are allocated through an open and transparent system.

"It is proposed that the Secretary for Economic Services should be given power under the Ordinance to specify that certain telephone numbers may be allocated through public tender or auction.

"The arrangement will be similar to the allocation of special car registration The detailed numbers. The Bill only seeks to provide the enabling power. arrangement will be specified in regulations under the Ordinance".

The Bill will be introduced into the Legislative Council on May 10 1995.

Money statistics for March 1995

According to statistics published today (Friday) by the Hong Kong Monetary Authority, all the monetary aggregates recorded growth in March 1995 except currency held by the public.
