To review the respective roles and responsibilities of all key players in industrial safety with a view to clarifying and where necessary, redefining such roles and achieving better co-ordination.

To review the provisions of industrial safety legislation and to consider whether any changes should be made to the scope and nature of such legislation and the possible scope of change.

To review the existing organisational arrangements for enforcing industrial safety legislation and to consider whether any changes should be made and the resource implications.

To recommend measures to enhance the standard of industrial safety and to build up a safety culture.
