b) To increase the years of service for the calculation of SP and LSP from the current limit of 18 years to 25 plus 50 per cent of any remaining service immediately upon effective of the amendment. This limit will be increased by two years for every subsequent year until it reaches 43 years by the year 2004. There will be no ceiling thereafter. Details of the agreed increases in years of service are given in the following schedule:

c) To raise the absolute payment ceiling from the current limit of $180,000 to $210,000 upon effective of the amendment.
