THE RESTRICTION ON COMMERCIAL PLOT RATIO IS REQUIRED TO THAT THE OPERATION OF THE MTR WOULD BE WITHIN ITS CAPACITY LIMITS.
ACCORDING TO DR PUN, THE STRATEGIC TRANSPORT NETWORK IN MOST PARTS OF KOWLOON IS ANTICIPATED TO FUNCTION REASONABLY WELL UNDER RECOMMENDED PLOT RATIO CONTROLS.

ALL DEVELOPMENTS IN KOWLOON COVERED BY THE 16 AMENDMENT OZPS WILL BE SUBJECT TO THE PROPOSED PLOT RATIO STIPULATED ON THE PLANS, THE CURRENT AHRS AS WELL AS CONTROLS UNDER OTHER PREVAILING LEGISLATION, INCLUDING THE BUILDINGS ORDINANCE.
