BLAKE EXPLAINS AIRPORT TERMINAL DESIGN COSTS

THE SECRETARY FOR WORKS, MR JAMES BLAKE, SAID TODAY (WEDNESDAY} THAT THE ADDITIONAL PAYMENT OF $50 MILLION FOR THE DESIGN CONTRACT OF THE NEW AIRPORT TERMINAL AT CHEK LAP KOK WAS FOR A CHANGE IN THE SCOPE OF DESIGN WORKS.
REPLYING TO A LEGISLATIVE COUNCIL QUESTION FROM THE HON ALBERT CHAN WAI-YIP, MR BLAKE SAID THE CHANGE IN DESIGN COULD NOT HAVE BEEN FORESEEN AT THE TIME THE DESIGN CONTRACT WAS LET.
MR BLAKE SAID: "THE PROVISIONAL AIRPORT AUTHORITY (PAA) UNDER THE TERMS OF THE DESIGN CONTRACT WAS OBLIGED TO PAY FOR ADDITIONAL WORK ARISING FROM THE CHANGE IN SCOPE, AND AFTER PROPER CONSIDERATION THE PAA BOARD AUTHORISED THE LUMP-SUM SETTLEMENT APPROACH; THIS WAS A COST-EFFECTIVE MEANS TO RESOLVE AN ISSUE WHICH OTHERWISE WOULD HAVE DRAGGED ON IN A CONTENTIOUS MANNER, POSSIBLY то RESULT IN COST ARBITRATION."
