THE FIRST PHASE FROM THE KOWLOON EXIT OF THE EASTERN HARBOUR CROSSING TO WAI YIP STREET WAS COMPLETED AND OPENED TO TRAFFIC IN SEPTEMBER 1989.

HE SAID THE SECOND PHASE FOLLOWED AN ALIGNMENT ALONGSIDE THE KWUN TONG TYPHOON SHELTER TO KAI FUK ROAD AT KOWLOON BAY.

"THE OPENING OF THIS PHASE WOULD RELIEVE TRAFFIC CONGESTION, SHORTEN JOURNEY TIME AND IMPROVE TRAFFIC CIRCULATION IN THE AREAS ADJACENT TO KWUN TONG AND WAI YIP STREET, HE SAID.

MR KWEI SAID THE THIRD PHASE CONTINUED ALONG KAI FUK ROAD AND WANG CHIN STREET, SKIRTING THE AIRPORT ΤΟ CONNECT WITH THE TATE'S CAIRN TUNNEL APPROACHES AT PRINCE EDWARD ROAD.

"IT WOULD BE OPEN TO TRAFFIC TOGETHER WITH THE TATE'S CAIRN TUNNEL AND THE REST OF THE CONNECTING HIGHWAYS THAT FORM ROUTE 6, HE SAID.

MR KWEI SAID BOTH CONTRACTS FOR THE CONSTRUCTION OF PHASES 2 AND 3 WERE AWARDED TO A JOINT VENTURE OF DRAGAGES ET TRAVAUX PUBLICS AND BACHY SOLETANCHE GROUP IN EARLY 1989.

"AN INNOVATIVE FEATURE OF THESE CONTRACTS WAS THE ADOPTION BY THE CONTRACTOR OF A MECHANISED CONSTRUCTION TECHNIQUE NEW TO HONG KONG.

"BY MEANS OF A SPECIALLY DESIGNED LAUNCHING GIRDER, PRE-CAST CONCRETE SEGMENTS OF THE VIADUCT WERE ERECTED IN A CONTINUOUS SEQUENCE MAKING UP A TOTAL LENGTH OF 3.8-KILOMETRE WITHIN A SHORT TIME OF 15 MONTHS.

"THIS TECHNIQUE NOT ONLY REDUCED THE OVERALL CONSTRUCTION PERIOD ENABLING THE TWO CONTRACTS TO BE COMPLETED AHEAD OF SCHEDULE, BUT ALSO LED TO RCONOMIES IN THE EXECUTION OF THE WORK, HE SAID.

THE KWUN TONG BYPASS PHASE 2 CONTRACT WAS MANAGED BY THE HIGHWAYS DEPARTMENT WITH DESIGN AND SUPERVISION OF CONSTRUCTION CARRIED OUT BY CONSULTING ENGINEERS, FREEMAN FOX MAUNSELL.

THE PHASE 3 CONTRACT WAS MANAGED AND WITH IT'S DESIGN OUT BY THE HIGHWAYS DEPARTMENT.

SUPERVISION OF CONSTRUCTION FOR PHASE 3 WAS UNDERTAKEN EHC PROJECT MANAGEMENT COMPANY

ALSO PERFORMED A MANAGEMENT ROLE ON BOTH CONTRACTS.
