YUEN LONG OUTLINE ZONING PLAN GAZETTED
AN OUTLINE ZONING PLAN FOR YUEN LONG COVERING AN AREA OF ABOUT 562 HECTARES HAS BEEN GAZETTED BY THE TOWN PLANNING BOARD UNDER SECTION 5 OF THE TOWN PLANNING ORDINANCE TODAY (FRIDAY).
AS
PART OF THE EXERCISE TO COVER ALL THE NEW TOWNS IN THE NEW TERRITORIES WITH STATUTORY OUTLINE ZONING PLANS, THE YUEN LONG OUTLINE ZONING PLAN NO. S/YL/1 HAS BEEN PREPARED SO THAT DEVELOPMENT PROPOSALS WITHIN THE PLAN AREA CAN BE BROUGHT UNDER STATUTORY PLANNING CONTROL.
WHILE THIS PLAN WILL PROVIDE A STATUTORY LAND USE FRAMEWORK WITHIN WHICH MORE DETAILED PLANNING MAY PROCEED, THE MAIN PLANNING INTENTION IS TO CONSOLIDATE THE TRADITIONAL ROLE OF YUEN LONG AS A REGIONAL CENTRE OF THE NORTH WEST NEW TERRITORIES.
THE AREA IN THE PLAN IS BOUNDED BY THE EXISTING YUEN LONG INDUSTRIAL ESTATE IN THE NORTH, YUEN LONG KAU HUI GROUP OF VILLAGES IN THE EAST AND THE PROPOSED YUEN LONG SOUTHERN BYPASS AND YURN LONG WEST LINK ROAD IN THE SOUTH AND WEST RESPECTIVELY.
THE
EXISTING POPULATION OF THE AREA IS ESTIMATED TO BE ABOUT 130,000. UPON FULL DEVELOPMENT OF THE AREA, THE TOTAL POPULATION WILL BE IN THE REGION OF 221,000.
A MAJORITY OF THE LAND USE ZONING SHOWN ON THE PLAN ARE BASED EXISTING DEVELOPMENTS WITH A VIEW TO STRENGTHENING THE EXISTING CHARACTERISTICS OF YUEN LONG TOWN.
ON
THE PLAN ALSO COVERS THE EXTENSION AREAS LOCATED TO THE SOUTH THE EAST OF THE EXISTING BUILT-UP AREAS OF YUEN LONG TOWN WHICH RESERVED PRIMARILY FOR LOW DENSITY RESIDENTIAL AND VILLAGE TYPE DEVELOPMENTS.
AND ARE
TO FACILITATE THE IMPLEMENTATION OF BUILDING PROJECTS, VEHICULAR ACCESS TO THE EXTENSION AREAS WILL BE IMPROVED AND THE level OF ANCILLARY FACILITY PROVISION WILL BE CONSOLIDATED.
SINCE THERE ARE 23 RECOGNISED VILLAGES WITH A TOTAL POPULATION OF ABOUT 17,000 LOCATED WITHIN THE AREA, IT IS THE PLANNING INTENTION TO ENHANCE AND PRESERVE THE EXISTING VILLAGE CHARACTERISTICS IN YUEN
LONG.
ABOUT 97 HECTARES OF LAND HAVE BEEN RESERVED FOR VILLAGE DEVELOPMENT AND VILLAGE EXTENSION PURPOSES.
A SITE TO THE SOUTH OF MA TIN TSUEN HAS BEEN IDENTIFIED FOR THE DEVELOPMENT OF A PUBLIC HOUSING ESTATE AND A PRIVATE SECTOR PARTICIPATION SCHEME TO MEET THE LONG-TERM HOUSING NEEDS OF THE LOCAL POPULATION.
SOME 34 HA OF AREAS ARE DESIGNATED AS RESIDENTIAL (GROUP B) THESE AREAS ARE SUBJECT TO THE CONTROL OF A MAXIMUM PLOT RATIO OF 3 + MAXIMUM BUILDING HEIGHT OF 12 STOREYS AND A MAXIMUM SITE COVERAGE 30 PER CENT.
