A SPOKESMAN FOR THE BOARD SAID IT CONSIDERED ADDITIONAL RESTRICTION NECESSARY AFTER SEEING RECOMMENDATIONS MADE BY A RECENT CONSULTANCY STUDY INTO DEVELOPMENT AND ROAD IMPROVEMENTS IN THE AREA.
THE STUDY SHOWED THAT WITH THE NUMBER OF NEW FLATS BEING UNDER DENSITIES PERMITTED BY THE PREVIOUS PLAN, THE ROAD NETWORK BE SERIOUSLY OVERLOADED AT PEAK TIMES.
THE BOARD HAD ALSO BEEN TOLD THAT THE NUMBER OF IMPROVEMENTS THAT COULD PRACTICABLY BE IMPLEMENTED WERE LIMITED. WITH THESE IN PLACE, THE CAPACITY OF THE ROAD NETWORK WOULD BE INADEQUATE TO COPE WITH THE NEW DEVELOPMENT EXPECTED.

IF THERE WERE NO RESTRICTION ON DEVELOPMENTS, THE END RESULT WOULD BE SEVERE TRAFFIC CONGESTION, PARTICULARLY DURING PEAK HOURS, WHICH WOULD ADVERSELY AFFECT ACCESS TO THE AREA AND COULD ENDANGER THE PROVISION OF EMERGENCY SERVICES.
IN ADDITION TO THE TRAFFIC PROBLEM,
CONCERNS HAVE ALSO BREN
EXPRESSED ON THE INADEQUATE SEWERAGE AND DRAINAGE SYSTEMS.
THE SPOKESMAN SAID: "WHERE POSSIBLE, IMPROVEMENTS TO THE ROAD NETWORK WILL BE MADE. THESE WILL BE MAINLY JUNCTION IMPROVEMENTS AND TRAFFIC MANAGEMENT SCHEMES TO MAXIMISE THE CAPACITY OF EXISTING ROADS.

CONSTRUCT AN ESCALATOR-ASSISTED PEDESTRIAN LINK BETWEEN CONDUIT ROAD AND CENTRAL IS ALSO DUE TO START NEXT MONTH. THIS WILL PROVIDE AN ALTERNATIVE LINK BETWEEN THE MID-LEVELS AND CENTRAL AND IS DUE TO BE COMPLETED MID-1992.

"A CONSULTANCY STUDY HAD ALSO BEEN COMMISSIONED BY THE GOVERNMENT TO ASSESS THE ADEQUACY OF THE EXISTING SEWERAGE SYSTEM IN THE AREA AND TO IDENTIFY NECESSARY MEASURES FOR IMPROVEMENT.
THE SPOKESMAN POINTED OUT THAT ANOTHER AMENDMENT WAS ΤΟ EXCLUDE SUCH ANCILLARY FACILITIES AS CARPORTS, RECREATIONAL FACILITIES AND CARETAKERS' ACCOMMODATION FROM PLOT RATIO CALCULATION IN THE "RESIDENTIAL (GROUP B)" AND "RESIDENTIAL (GROUP C)" ZONES.
"THIS IS TO ENCOURAGE THE PROVISION OF SUCH FACILITIES TO SERVE THE LOCAL RESIDENTS.
"TO PROVIDE SOME FLEXIBILITY IN BUILDING DESIGN, PROVISION IS ALSO MADE FOR APPLICATIONS TO THE TOWN PLANNING BOARD FOR MINOR RELAXATION OF THE STATED PLOT RATIO OR BUILDING HRIGHT RESTRICTION STIPULATED FOR THE 'RESIDENTIAL (GROUP B) AND 'RESIDENTIAL (GROUP C)' ZONES.
