PUBLIC CARGO WORKING AREA (PCWA) FEES
POWA'S ARE WATERFRONT AREAS SPECIALLY DESIGNED FOR THE HANDLING OF CARGO FROM BARGES, LIGHTERS AND RIVER TRADE VESSELS CONTROLLED AND OPERATED BY THE MARINE DEPARTMENT.
THE LAND OCCUPIED BY PCWA'S IS CURRENTLY VALUED A9 OPEN STORAGE SPACE, THE DIRECTOR OF MARINE CONSIDERS THAT IT SHOULD BE VALUED ON THE BASIS THAT IT IS LEASED UNDER SHORT-TERM TENANCY WITH SEA ACCESS AND MARINE RIGHTS FOR THE WORKING AND STORAGE OF CARGOES.
"PUBLIC CARGO WORKING IS A COMMERCIAL ACTIVITY AND THE VALUATION OF THE LAND WHICH IT OCCUPIES MUST REFLECT THIS," THE SPOKESMAN SAID.
THE DAILY WORKING FEE OF A LORRY MAKING THREE TRIPS A DAY TO A PCWA WILL BE INCREASED FROM $30 ΤΟ $39 WHEN THE REVISION COMES INTO FORCE IN OCTOBER. FOR A BARGE OF 1,000 TONS, THE DAILY BERTHING FEE WILL BE INCREASED FROM 875 TO $100 PER DAY.
LOCAL CRAFT LICENCE FEES
VESSEL LICENCE FEES WILL INCREASE BY 40 PER CENT • VARIOUS RELATED FEES WILL INCREASE BY BETWEEN 20 PER CENT TO 150 PER CENT, HOWEVER, THE FIGURES ARE SMALL IN ABSOLUTE TERMS. PLEASURE VESSELS ARE EXCLUDED FROM THE INCREASES.
FOR EXAMPLE, A SPECIAL ANCHORAGE PERMIT FOR A VESSEL FOR THE FIRST 10,000 PICULS CARRYING CAPACITY WILL INCREASE FROM $100 TO $200, AND FROM $10 TO $20 FOR EVERY 1,000 PICULS THEREAFTER.
A PORT CLEARANCE PERMIT WILL INCREASE FROM $20 TO $50.
THE SPOKESMAN SAID THE INCREASES WOULD NOT ADD SIGNIFICANTLY TO THE OPERATING COSTS OF THE VESSELS CONCERNED, WHICH ARE ALMOST EXCLUSIVELY NOT LICENSED IN HONG KONG, BUT USING HERE.

SURVEY FEES FOR SHIPS AND LOCAL CRAFT FEES FOR SEAFARERS AND LOCAL CREWS.
