He became founder Chairman of the Environmental Division of the Institution in 1987, the Hong Kong Group of British Consulting Engineers in 1985 and the Association of Consulting Engineers of Hong Kong in 1986. He is also a member of a number of building committees and was made a JP in 1984.

Mr Steuart Alfred WEBB-JOHNSON, JP

Minister for Hong Kong in Brussels. He joined the Hong Kong Government Administrative Service in 1956 and has held a variety of posts. Much of his career has been spent in the London Office of the Hong Kong Government, and he took up his present appointment in Brussels in 1987. He was made a JP in 1961.

Mr Jose LEI Meng-can

Director of Architectural Services. He joined the then Public Works Department in 1955. He has held a number of posts in the Department, and was appointed Director of Architectural Services in 1986. He is a keen sportsman and has represented Hong Kong in rifle shooting in the Asian, Commonwealth and Olympic Games. He was made JP in 1980.

Mr John Howard MARCH, OFSM, CPM

of Fire

Director of Fire Services. He joined the Fire Services Department in 1962 following six years with a local authority fire brigade in the United Kingdom. He became Deputy Director Services in 1984 and was promoted to Director in 1987. He was awarded the Colonial Police Medal in 1976 and the Queen's Fire Service Medal in 1983.

Mrs Elizabeth WONG CHIEN Chi-lien, JP

Director of Social Welfare. Mrs Wong joined the Civil Service in 1969. She has held a variety of senior appointments, including Deputy Secretary for Home Affairs and Deputy Secretary for Lands and Works. She was appointed Director of Social Welfare in 1987 and was made a JP in 1982.
