PROPER HANDLING OF PLEASURE VESSELS URGED
THE MARINE DEPARTMENT TODAY (TUESDAY) URGED OWNERS AND COXSWAINS OF PLEASURE VESSELS TO HANDLE THEIR BOATS PROPERLY AND ΤΟ PRACTISE GOOD SEAMANSHIP AT ALL TIMES.
THE DEPARTMENT MADE THIS APPEAL FOLLOWING RECENT COMPLAINTS ABOUT IMPROPER USE OF VESSELS AND INCONSIDERATE BEHAVIOUR BY PERSONS IN CHARGE OF VESSELS.
WAT
A SENIOR MARINE OFFICER, MR TSANG MAN-CHING, SAID THE SURR TO ENSURE A SAFE AND HAPPY VOYAGE WAS TO OBSERVE THE "RULES OF THE ROAD" AT ALL TIMES.
HE SAID THAT IN COMPLYING WITH THE REGULATIONS IN PREVENTING COLLISIONS IT WAS GOOD SEAMANSHIP TO BE COURTEOUS AND TO SHOW DUE CONSIDERATION TO OTHER VESSELS.
"FOR INSTANCE, IT IS ESSENTIAL TO REDUCE SPEED AND TO BRING THE VESSEL UNDER CONTROL WHEN APPROACHING OR MANOBUVRING IN CONGESTED WATERS SUCH AS OFF LANDING STEPS, PUBLIC PIERS AND AT POPULAR ANCHORAGES, HE SAID.

OWNERS AND COXSWAINS ARE ASKED TO PAY PARTICULAR
WHEN PASSING VESSELS STOPPED IN ANCHORAGES.
ATTENTION
"ALWAYS BEAR IN MIND THAT THERE MAY BE SWIMMERS IN THE WATER AND THAT SMALL VESSELS UNDERWAY IN CLOSE PROXIMITY MAY BE OBSCURED BY NEARBY LARGER VESSELS, MR TSANG SAID.
MR TSANG SAID IN SELECTING AN ANCHORAGE, DUE ALLOWANCE SHOULD BE GIVEN FOR THE EFFECT OF WIND, TIDE AND THE PRESENCE OF OTHER ANCHORED VESSELS.

OTHER VESSELS, HE SAID, NOTING ALREADY CONGESTED, CONSIDERATION OUT OR PROCEEDING TO ANOTHER
"NEVER ANCHOR TOO CLOSE TO THAT IF THE INTENDED ANCHORAGE IS SHOULD BE GIVEN TO ANCHORING FURTHER ANCHORAGE.
DROPPING THE ANCHOR, LOOKOUT AS THE VESSEL MAY SWING IN
MR TSANG ADDED THAT EVEN AFTER SHOULD BE MAINTAINED AT ALL TIMES DIFFERENT DIRECTIONS AND DRAG ITS ANCHOR.
HE ALSO POINTED OUT THAT SOME POPULAR BOATING ARBAS ARE DESIGNATED SPEED RESTRICTED ZONES WHERE A SPEED LIMIT OF FIVE KNOTE IS IMPOSED.
