THE TAC ALSO CONSIDERED THE DRAFT FINAL REPORT ON THE LION ROCK TUNNEL TRAFFIC STUDY. MEMBERS NOTED THAT LATE 1989 WOULD BR THR MOST CONGESTED PERIOD BEFORE THE OPENING OF THE TATE'S CAIRN TUNNEL.
THE STRATEGY RECOMMENDED BY THE CONSULTANTS WAS TO EXTEND THE TIDAL FLOW SCHEME AS LONG AS POSSIBLE BY DIVERTING TRAFFIC TO USK TAI PO ROAD IN THE NORTHBOUND DIRECTION AND TO SUPPLEMENT THIS BY BUS PRIORITY SCHEMES.

THE CONSULTANTS ALSO RECOMMENDED THAT TOLL INCREASES SHOULD USED AS A LAST RESORT TO SUPPRESS DEMAND IF TRAFFIC GRBW AT A MUCH HIGHER RATE THAN EXPECTED, OR IF ROUTE 5 OR TAI PO ROAD WIDENING WORKS WERE SIGNIFICANTLY DELAYED. MEMBERS ENDORSED THESE RECOMMENDATIONS.
THE PROPOSED MEASURES TO CONTROL LIGHT GOODS VEHICLES IN OF THE HIGH ACCIDENT RATE OF THESE VEHICLES WERE ALSO DISCUSSED.
MEMBERS FELT THAT THE

AUTOMATIC APPROVAL TO DRIVE A LIGHT GOODS VEHICLE SHOULD NOT ВЕ CONFERRED ON A PRIVATE CAR DRIVING LICENCE HOLDER UNTIL HE HAS HELD SUCH LICENCE FOR THREE YEARS.
THE COMMITTER ALSO AGREED THAT INSPECTION OF LIGHT GOODS VEHICLES NOT EXCEEDING 1.9 TONNES SHOULD BE INCLUDED IN THE PRIVATE CAR INSPECTION SCHEME; THE ROAD TRAFFIC (CONSTRUCTION AND MAINTENANCE OF VEHICLES) REGULATIONS SHOULD BE AMENDED TO MAKE UNAUTHORISED CONVERSIONS ILLEGAL; AND THE REGISTRATION OF ALL GOODS VEHICLES SHOULD BE RESTRICTED TO REGISTERED COMPANIES OR BUSINESS.
THE TAC ALSO CONSIDERED THE PROPOSED INCREASES IN PARKING FRES AT THE FOUR GOVERNMENT OPEN-AIR CARPARKS TO IMPROVE THE TURNOVER RATE OF PARKING SPACES.
