TO MAXIMISR THE "TIDAL-FLOW" PERIOD, THE REPORT INNEFORE PROPOSED THAT THE ONE-WAY TOLL SCHEME SHOULD BE E-INTRODUCED EARLY NEXT YEAR WHEN ADDITIONAL NORTHBOUND CAPACITY WOULD BE AVAILABLE ON TAI PO ROAD WITH THE COMPLETION OF THE STAGE II IMPROVEMENT WORKS.
