Guidelines for the Planning Committee (PC) for the Open Learning Institute of Hong Kong (OLI)
Post-secondary open education : demand and need
The PC should not attempt a comprehensive survey of demand before beginning its task. It might, however, conduct specialized surveys in particular areas, perhaps through a curriculum planning sub-committee. The PC should note that in the first instance, resources should be mainly concentrated on the provision of first degree or sub-degree courses.
Scope of programme
The programme of the OLI should cover the full range of post-secondary studies, starting at a level relating to school leaving qualifications and extending to second degree level.
(3) The Government should have to approve the OLI's proposals for the ratio of degree to sub-degree places at regular intervals and be informed of student number projections for different courses. A more restrictive system, of fixing targets for student numbers and seeking funding approval for individual courses would not be appropriate.

The OLI should emphasize (through counselling, financial incentives and its system of awarding transcripts and qualifications) the completion of
