ON THE MULTI-STOREY BUILDINGS (OWNERS INCORPORATION) ORDINANCE, ME CHAU SAID THAT FOLLOWING CONSULTATIONS WITH DISTRICT BOARDS, ACTION WAS BEING TAKEN TO AMEND ITS PROVISIONS то FACILITATE FORMATION AND FUNCTIONING OF OWNERS CORPORATIONS.
THE
SINCE THE UNDERLYING SPIRIT OF THE ORDINANCE WAS ΤΟ ENCOURAGE SELF-HELP AMONG OWNERS AND TO PROVIDE THEM WITH A LEGAL FRAMEWORK WITHIN WHICH THEY COULD MANAGE THEIR OWN BUILDINGS EFFECTIVELY, THE SUGGESTION OF HAVING A GOVERNMENT DEPARTMENT ΤΟ ENFORCE THE REQUIREMENTS OF THE ORDINANCE WAS NOT APPROPRIATE, HE SAID.
"HOWEVER, THE CITY AND NEW TERRITORIES ALWAYS ASSISTED RESIDENTS IN THE FORMATION OF CORPORATIONS AND MAINTAINS A REGULAR LIAISON WITH THEM,

FURTHERMORE, FOUR BUILDING MANAGEMENT CO-ORDINATION TEAMS UNDER THE DISTRICT OFFICE HAD BEEN SET UP SINCE 145 ΤΟ ADVISE AND ASSIST RESIDENTS AND MANAGEMENT BODIES IN DEALING WITH BUILDING MANAGEMENT PROBLEMS. THREE MORE TEAMS WOULD BE SET UP LATER THIS YEAR.
CONCERNING THE PROFESSIONAL STANDARDS OF BUILDING MANAGEMENT COMPANIES, MR CHAU NOTED THAT A JOINT COMMITTEE FORMED BY REPRESENTATIVES OF THREE PROFESSIONAL BODIES WAS CONTEMPLATING FORMATION OF AN ASSOCIATION FOR PROPERTY MANAGEMENT COMPANIES.
THE
"SUCH AN ASSOCIATION, IF FORMED, WILL EXERCISE REGULATION OVER ITS MEMBER COMPANIES AND SHOULD ENSURE A HIGHER STANDARD OF BUILDING MANAGEMENT," MR CHAU SAID.
OTHER SUGGESTIONS BEING STUDIED INCLUDED AN ARBITRATION TRIBUNAL ON BUILDING MANAGEMENT MATTERS AND AN ADVISORY COMMITTEE ON MULTI-STOREY BUILDING MANAGEMENT MATTERS.
TURNING TO HOUSING MATTERS, MR CHAU SAID HE WAS PLEASED TO NOTE THE GENERAL ENDORSEMENT OF THE CHANGE TOWARDS A DEMAND-LED APPROACH IN PROVIDING HOUSING FOR THE POPULATION AND FOR THE PROPOSED RE-ORGANISATION OF THE HOUSING AUTHORITY.
HE ASSURED MEMBERS OF THE GOVERNMENT'S COMMITMENT TO THE PROVISION OF ADEQUATE HOUSING AS ENVISAGED IN THE LONG TERM HOUSING STRATEGY AND HE POINTED OUT THAT THE HOUSING AUTHORITY'S REPORT OF THE DOMESTIC RENT POLICY REVIEW COMMITTEE PUBLISHED LAST YEAR HAD RE-AFFIRMED THE PRINCIPLE THAT RENT FOR PUBLIC HOUSING WOULD CONTINUE TO BE BASED ON WHAT TENANTS COULD AFFORD.
ON THE SUGGESTION OF PUTTING THE HOUSING AUTHORITY'S SURPLUSES INTO A SPECIAL FUND FOR THE DEVELOPMENT OF AN IMPROVEMENTS ΤΟ PUBLIC HOUSING AND WELFARE MATTERS, MR CHAU SAID THE FUTURE FINANCING OF THE AUTHORITY, INCLUDING THE TREATMENT OF ANY SURPLUSES, WAS UNDER CONSIDERATION.
