COMMITTER TO HANDLE COMPLAINTS ON TV PROGRAMMES
TELEVISION VIEWERS WHO ARE DISSATISFIED WITH WHAT THEY SEE ON TELEVISION MAY NOW AIR THEIR GRIEVANCES TO A COMPLAINTS COMMITTEE SET UP, BY THE RECENTLY ESTABLISHED BROADCASTING AUTHORITY.
THE BROADCASTING AUTHORITY ORDINANCE STIPULATED THAT WHERE A PERSON MAKES A COMPLAINT TO THE AUTHORITY THAT A TELEVISION LICENSEE OF ANY OTHER PERSON HAS CONTRAVENED THE TELEVISION ORDINANCE; OR THE TERMS OR CONDITIONS OF A LICENCE; OR A CODE OF PRACTICE, THE AUTHORITY SHALL REFER THE COMPLAINT TO THE COMPLAINTS COMMITTEE.
THE COMMITTEE WILL GIVE THE SUBJECT OF THE COMPLAINT A REASONABLE OPPORTUNITY TO MAKE REPRESENTATIONS, WHICH IT WILL CONSIDER WITH RELEVANT EVIDENCE, BEFORE MAKING RECOMMENDATIONS CONCERNING THE COMPLAINT TO THE AUTHORITY.
APART FROM WRITING TO THE BROADCASTING AUTHORITY AT 9TH FLOOR, NATIONAL MUTUAL CENTRE, 151, GLOUCESTER ROAD, HONG KONG, VIEWERS MAY ALSO USE THE NEWLY ESTABLISHED COMPLAINTS HOTLINE (5-8381122) ΤΟ PHONE IN THEIR COMPLAINTS.
THE HOTLINE IS MANNED DURING OFFICE HOURS AND CONNECTED ΤΟ A TELEPHONE RECORDER MACHINE OUTSIDE OFFICE HOURS. RECORDED MESSAGES WILL BE FOLLOWED UP ON THE FOLLOWING WORKING DAY,

THE AUTHORITY IS GIVEN WIDE DISCRETION UNDER THE BROADCASTING AUTHORITY AND TELEVISION ORDINANCES, INCLUDING THE ISSUE DIRECTIONS TO A LICENSEE AND THE IMPOSITION OF FINANCIAL PENALTIES.
THE AUTHORITY MAY. HOWEVER, REFUSE ΤΟ REFER COMPLAINTS CONSIDERED TRIVIAL OR FRIVOLOUS TO THE COMPLAINTS COMMITTEE.
CHAIRED BY MR LO KING-MAN, THE COMMITTEE CONSISTS OF FOUR OTHER BROADCASTING AUTHORITY MEMBERS MR TRA KAYE, MRS PAMELA CHAN WONG SHUI, MRS MABEL CHOW, AND THE SECRETARY FOR ADMINISTRATIVE SERVICES AND INFORMATION OR HIS REPRESENTATIVE. OTHER PUBLIC MEMBERS APPOINTED TO THE COMMITTEE ARE MR PETER CHAN CHEUNG-HO, MR LAM KWOK- WAI AND MR CLEMENT TAO.
