+TO SPEED UP THE EXPANSION OF TRAINING FACILITIES, RECOGNITION SHOULD BE GIVEN TO THE SPECIALISED COURSES ON PRE-SCHOOL EDUCATION PROVIDED BY VARIOUS TRAINING INSTITUTIONS, HE SAID.
+FURTHERMORE, AMONG THE MANY ISSUES RELATED TO TEACHER PREPARATION THAT MERIT CLOSER EXAMINATION IS THE NEED FOR CO- ORDINATED TRAINING THERE SHOULD BE BASIC UNIFIED CONTENT WITH SPECIALISED ELECTIVE SUBJECTS FOR THE DIFFERENT TRAINING COURSE AVAILABLE.
+LIKE A COMMON CURRICULUM, RECIPROCAL RECOGNITION OF EQUIVALENT QUALIFICATIONS AND TRAINING OBTAINED IN SIMILAR PROGRAMMES IS ONE IMPORTANT STEP TOWARDS UNIFICATION OF PRE-SCHOOL EDUCATION AND SERVICES.+
HE BELIEVED THAT UNIFICATION SHOULD BE THE LONG-TERM GOAL TO BRING ABOUT EFFICIENT SUPERVISION AND MAINTENANCE OF STANDARDS FOR ALL PRE-PRIMARY SERVICES.
HE ALSO SUGGESTED THAT THE SOCIAL WELFARE DEPARTMENT AND THE EDUCATION DEPARTMENT SHOULD LIAISE ON OVERALL POLICY OBJECTIVES, DESIGN A CONCRETE PLAN FOR THE UNIFICATION EXERCISE AND WORK OUT THEIR RESPECTIVE RESPONSIBILITIES DURING THE MERGING PROCESS.

THE GOVERNMENT SHOULD HELP IMPROVE THE STANDARDS OF KINDERGARTENS AND CHILD CARE CENTRES WITH A VIEW TO UNIFYING PRE-PRIMARY SERVICES, THE HON CHUNG PUI-LAM SAID IN THE LEGISLATIVE COUNCIL TODAY (WEDNESDAY).
SPEAKING DURING THE ADJOURNMENT DEBATE ON THE EDUCATION COMMISSION REPORT NO. 2, MR CHUNG SAID IT WAS NECESSARY TO INTRODUCE A SET OF CLEARLY DEFINED REGULATORY REQUIREMENTS IN ORDER TO IMPLEMENT THE POLICY OF UNIFYING PRE-PRIMARY SERVICES.
THESE INCLUDED REGULATIONS GOVERNING STANDARD FACILITIES, STAFFING, SALARY SCALE, QUALIFICATION OF TEACHING STAFF, TEACHER-PUPIL RATIO, FEE LEVEL, CONTROL MEASURES AND REGISTRATION OF KINDERGARTENS AND CHILD CARE CENTRES.
