BUILDINGS DECLARED DANGEROUS

THE BUILDING AUTHORITY TODAY (THURSDAY) DECLARED THE BUILDINGS AT 462 AND 464 RECLAMATION STREET TO BE DANGEROUS AND THOSE AT 454 TO 460 RECLAMATION STREET TO BE LIABLE TO BECOME DANGEROUS.
IN A STATEMENT, THE PRINCIPAL GOVERNMENT BUILDING SURVEYOR SAID THE BLOCKS IN DANGEROUS CONDITION ARE THREE-STOREYED PRE-WAR BUILDINGS WITH TIMBER MAIN FLOORS AND ROOFS AND REINFORCED CONCRETE VERANDAHS AND KITCHEN FLOORS N LOAD BEARING BRICK WALLS. THEY HAVE BEEN UNDER OBSERVATION SINCE 1970.

THE FRONT VERANDAH BEAMS OF ALL THE BUILDINGS HAVE SHOWN SIGNS OF GENERAL CONCRETE DETERIORATION, INSTANCES OF PATCHING UP WORK AND NEW FRACTURES. THE FRONT MAIN ARCHES ALSO SHOWED SIGNS OF CRACKING AT THE CENTRES. THE TIMBER FLOOR AND ROOF JOISTS WERE NOTED TO BE GENERALLY DECAYED AND SPLIT AT A NUMBER OF LOCATIONS.
FURTHERMORE, NEW MOVEMENT WAS RECENTLY FOUND AT THE PARTY WALL BETWEEN NOS. 462 AND 464 AND THE VERANDAHS OF NOS. 462 AND 464. THIS INDICATES THAT 462 AND 464 ARE BREAKING AT THE PARTY WALL AND THAT THE VERANDAHS ARE MOVING AWAY FROM THE MAIN BUILDINGS. THEREFORE IT IS NECESSARY TO CLOSE AND DEMOLISH 462 AND 464.
THE BLOCKS AT NOS. 454 TO 460 WHICH ARE OF SIMILAR CONSTRUCTION AND IN A SIMILAR CONDITION, ARE CONSIDERED TO BE LIABLE TO BECOME DANGEROUS AS THEY ARE UNLIKELY TO WITHSTAND THE EFFECT OF THE DEMOLITION OF 462 AND 464. ACCORDINGLY, 454 TO 460 ARE TO BE CLOSED AND DEMOLISHED IN ONE OPERATION.
NOTICES OF INTENTION TO APPLY FOR CLOSURE ORDERS IN KOWLOON DISTRICT COURT AT 9.30 AM ON APRIL 17, 1986 WERE POSTED TODAY.

THE VISIT WAS PART OF A PROGRAMME ARRANGED BY THE DISTRICT OFFICE TO FAMILIARISE BOARD MEMBERS WITH THE OPERATIONS OF VARIOUS GOVERNMENT DEPARTMENTS.
