SOME AREAS OF POLLUTION EXAMINED BY THE WORKING GROUP WERE CONSIDERED UNSUITABLE FOR TRANSFER. THESE INCLUDED THE POLLUTION AT SEA ARISING FROM OIL SPILLAGE; MISCELLANEOUS POLLUTION CONTROL PROVISIONS SCATTERED AMONG MANY ORDINANCES OUTSIDE THE MAIN POLLUTION CONTROL LEGISLATION, SUCH AS DUST FROM CONSTRUCTION SITES, ODOUR, ETC THE GOVERNMENT LABORATORY'S ANALYTICAL CHEMISTRY SERVICES TO SUPPORT THE EPA'S MONITORING AND INVESTIGATION ACTIVITIES AND THE MICROMETEOROLOGICAL MONITORING TO SUPPORT EPA'S AIR QUALITY IMPACT ASSESSMENTS.

IT IS CONSIDERED THAT THE STREAMLINING OF THE GOVERNMENT'S PRESENT ORGANISATION FOR POLLUTION CONTROL WILL MAKE FOR MORE EFFECTIVE ACTION IN THIS FIELD WITHOUT ANY GREAT INCREASE IN COST. IT WILL ALSO PROVIDE A LESS CONFUSING STRUCTURE FOR THE PUBLIC WHEN THEY WISH TO COMPLAIN OR INQUIRE ABOUT REMEDIES AND FOR

INDUSTRIAL ISTS WHEN THEY NEED TO SEEK ADVICE ON COMPLIANCE WITH POLLUTION CONTROL LEGISLATION.

FROM THE GOVERNMENT'S POINT OF VIEW, THE NEW ARRANGEMENTS WILL PROVIDE FOR GREATER ACCOUNTABILITY IN THE FORMULATION OF NEW POLICY PROPOSALS. WITH AN INCREASING EMPHASIS BEING PLACED ON THE NEED FOR THE GOVERNMENT TO COMPLY WITH THE LETTER AS WELL AS THE SPIRIT OF POLLUTION CONTROL LAWS, THE REALLOCATION OF RESPONSIBILITIES WILL ENSURE THAT THE DEPARTMENTS WHICH OPERATE GOVERNMENT FACILITIES WHICH ARE THEMSELVES A SOURCE OF POLLUTION WILL BE SUBJECT TO A FORM OF +AUDIT BY THE EPD.

PAYMENT PROPOSED FOR DISMISSED WORKERS

THE GOVERNMENT HAS PROPOSED LEGISLATION TO PROVIDE FOR A LONG SERVICE PAYMENT TO CERTAIN EMPLOYEES WHOSE CONTRACTS OF EMPLOYMENT ARE TERMINATED BY DISMISSAL.

THE EMPLOYMENT (AMENDMENT) BILL 1985, PUBLISHED IN THE GOVERNMENT GAZETTE TODAY, PROPOSES THAT THE LONG SERVICE PAYMENT, CALCULATED ON YEARS OF SERVICE, SHOULD BE MADE BY AN EMPLOYER TO AN EMPLOYEE WHOSE EMPLOYMENT CONTRACT IS TERMINATED FOR REASONS OTHER THAN SUMMARY DISMISSAL, REDUNDANCY OR RESIGNATION.

AN EMPLOYEE MUST SATISFY A MINIMUM QUALIFYING YEARS OF SERVICE BEFORE HE IS ENTITLED TO THE LONG SERVICE PAYMENT. THE REQUIRED NUMBER OF YEARS OF SERVICE IS RELATED TO THE EMPLOYEE'S AGE AS FOLLOWS:
