SEVERAL OPTIONS WERE CONSIDERED DURING THE STUDY.
THESE INCLUDED ELEVATED STRUCTURES AND TUNNELS THROUGH CENTRAL, TUNNELS UNDER MID-LEVELS BY-PASSING CENTRAL, AS WELL AS ELEVATED LIGHT RAIL SYSTEMS AND MASS PEDESTRIAN MOVERS BETWEEN CENTRAL AND MID-LEVELS.
A STRATEGY HAS BEEN DEVELOPED DURING THE STUDY, WHICH INVOLVES PROVISION OF SHORT, MEDIUM AND LONG-TERM TRAFFIC MANAGEMENT MEASURES.
IN THE SHORT TERM, A SERIES OF TRAFFIC MANAGEMENT SCHEMES ARE RECOMMENDED.
THESE INVOLVE MODIFYING THE HARCOURT ROAD-COTTON TREE DRIVE AND QUEEN'S ROAD CENTRAL-PEDDER STREET JUNCTIONS, REVISING THE INTERNAL LAYOUT OF ADMIRALTY, CONVERTING CONNAUGHT ROAD WEST TO TWO-WAY TRAFFIC, REVERSAL OF TRAFFIC IN WING LOK STREET AND BONHAM STRAND: CONVERTING THE NORTHERN SECTION OF POKFULAM ROAD TO ONE-WAY SOUTHBOUND AND OF WATER STREET TO ONE-WAY NORTHBOUND, AND MODIFYING EXISTING AND INTRODUCING NEW TRAFFIC SIGNALS AT VARIOUS LOCATIONS.
QUEENSWAY, WYNDHAM STREET AND BONHAM ROAD AT THE JUNCTION OF HOSPITAL ROAD WILL BE WIDENED AND THE WHITTY STREET TRAM TERMINUS WILL BE RELOCATED.
MEDIUM TERM MEASURES INCLUDE UPGRADING CONNAUGHT ROAD TO A DUAL TWO-LANE FREE FLOW ROUTE, A NEW WATERFRONT ROAD BETWEEN THE ISLAND EASTERN CORRIDOR AT VICTORIA PARK ROAD AND THE H.M.S. TAMAR AREA, SERVING AS A WAN CHAI BYPASS, AND A NEW ROAD LINK BETWEEN VICTORIA BARRACKS ROAD AND KENNEDY ROAD TO PROVIDE RELIEF TO GARDEN ROAD-COTTON TREE DRIVE.
VARIOUS IMPROVEMENTS TO BUS ROUTES AND LEVELS OF SERVICE, INCLUDING CONSTRUCTION OF A NEW BUS TERMINUS ON THE CURRENT SİTE OF CENTRAL MARKET, ARE ALSO RECOMMENDED AS MEDIUM-TERM MEASURES.
AS FOR PEDESTRIAN FACILITIES, THE CONSULTANTS HAVE SUGGESTED THAT THE EXISTING SEGREGATED PEDESTRIAN WALKWAY NETWORK IN CENTRAL BE EXTENDED AND A +PILOT+ ESCALATOR-ASSISTED PEDESTRIAN ROUTE BE DEVELOPED ALONG COCHRANE STREET AND SHELLEY STREET TO LINK MID- LEVELS WITH BOTH THE NEW BUS TERMINUS AT THE CENTRAL MARKET SITE AND THE EXISTING PEDESTRIAN WALKWAY SYSTEM IN CENTRAL.
THE UPGRADED CONNAUGHT ROAD SCHEME INVOLVES DEMOLISHING THE EXISTING FLYOVER AT THE HARCOURT ROAD-COTTON TREE DRIVE JUNCTION AND CONSTRUCTING A WIDER ONE IN ITS PLACE, CONSTRUCTING A VEHICULAR UNDERPASS AT THE CONNAUGHT ROAD-PEDDER STREET JUNCTION, CONSTRUCTING APPROXIMATELY ONE KILOMETRE OF ELEVATED ROAD BETWEEN SUTHERLAND STREET AND GILMAN STREET, AND MAKING CONNAUGHT ROAD WEST DUAL LANE AND CONVERTING IT INTO A TWO-WAY ROUTE.
