Dr Chin joined the Government Medical Service in 1958. He was promoted to Senior Medical and Health Officer in 1966 and to Consultant in 1977. He has been a member of the Auxiliary Medical Service since 1949, and has served as a Council Member and Treasurer of the British Medical Association (Hong Kong Branch)..

Mr Frank Edmond Short, JP
Mr Short joined the Hong Kong Government as an engineer in 1954 and rose through the engineering ranks to Principal Government Engineer in 1973. For several years Mr Short was the Project Manager of Tsuen Wan New Town, responsible for coordinating the engineering development of the town. He is now the Director of Engineering Development.
