Mr Patrick Edward BIRNEY
After service in the Royal Air Force Mr Birney
was appointed to head the Police Cadet School when it was first formed in 1973. Since that time 1,180 cadets have graduated into the disciplined services. In addition to his work in the Cadet School Mr Birney is also noted for his voluntary public service.
Mr George David BROOKE
Mr Brooke joined the Royal Hong Kong Police Force in 1962. Since 1977 he has held the rank of Superintendent. He has served most of his career in the Criminal Investigation Department, latterly in charge of CID in West Kowloon. has organised many police operations against triad societies.
Mr CHAN Kwok-yin

Mr Chan joined the Royal Hong Kong Police Force as a Constable in 1950, and has been a Chief Inspector since 1971. He has served in the Uniform Branch and the Criminal Investigation Department. In recent years he has worked in Special Branch, where he has been responsible for training junior police officers in the Branch.
Mr Barrie Joseph DEEGAN
Mr Deegan joined the Royal Hong Kong Police Force as a Probationary Inspector in March 1960. Since 1980, he has been a Senior Superintendent. He has served in the Uniform Branch, Special Branch and in Police Headquarters. Since June 1981 he has been Senior Staff Officer in Support
Wing.
Mr Leonardo John HARTEAM
Mr Hartear joined the Royal Hong Kong Auxiliary
Police Force as a Constable in 1951. He has been a Chiet
Inspector since 1980. He has been attached to Emergency Unit, Kowloon East since 1962, giving prominent service during the 1967 disturbances. He has given much of his own free time to the service of the Auxiliary Police Force.
