Mr. LEUNG Kin-cheung

Mr. Leung joined the Prisons Department as a Warder in 1952, was promoted to Assistant Principal Warder in 1968 and to Assistant Officer I in 1972. He was attached to a Mental Hospital for training in mental nursing in 1961 for six months following which he was posted to Victoria Prison He to assist in setting up a Psychiatric Observation Unit. obtained his St. John's First Aid and Home Nursing Certificates in 1963 and 1964 respectively. With Mr. Leung's unfailing support the department has been able to build up the Psychiatric Nursing Service. He was awarded the Colonial Prison Service Medal in 1970 and the First Clasp to the Medal in 1977.

Mr. MAN Kar-yau

Mr. MAN Kar-yau began his career as a Clerk in H.M. Dockyard, Hong Kong in 1945 and joined the Government as a Temporary Clerk in 1959. He was posted to the Civil Service

Branch of the Government Secretariat where he has remained. He rose steadily in the Clerical Grade to reach the highest rank in 1976. Throughout his service with the Government, Mr. Man has proved to be a responsible and dedicated officer who has placed the interest of the service before his own. He has often willingly undertaken responsibilities beyond the level of his rank and has won the admiration and respect of both his colleagues and senior officers. He goes out of his way to give assistance, guidance and advice to the younger and less experienced officers.
