Mr. LEE Kwan-cheung

Mr. Lee was the Headquarters Sergeant, Lau Fau Shan

Sub-division throughout the period of increased illegal immigrant

activity between January and June 1979. During this period a total of 2 437 illegal immigrants were either arrested by Station personnel or handed over for custody. A further 150 separate aiding and abetting cases were processed through the Station. Until early 1979, when a second Inspector was transferred to Lau

Fau Shan, Mr. Lee was effectively Second-in-Command. He coped

with the responsibilities associated with the influx in addition to normal duties in exemplary fashion. The high level of interdictions and the fact that no problems arose over the custody of these apprehended may be directly attributed to him.

Mr. LI Chung-keung

Station Sergeant LI Chung-keung joined the Royal Hong Kong Police Force as a Constable in 1951. He was promoted to his present rank in 1972. He has served throughout his service in

Uniform Branch in many Divisions and Formations in Hong Kong Island District. For the past three years he has commanded a Neighbourhood Policing Unit in a housing estate where he has successfully dedicated himself to establishing a real and effective relationship between the Police and the community.

Mr. Gwyn Rees LLOYD

Mr. G.R. Lloyd has served in the Royal Hong Kong Police Force for 26 years, occupying various posts both in the Uniform Branch and in several specialist departments. Since 1979 he has been the Divisional Superintendent Mongkok Division. His former command included much of the Kowloon District responsibility for countering the upsurge in illegal immigration, whilst that at Mongkok embraces a heavy crime load in one of the most thickly populated areas of the world. Mr. Lloyd has been an effective

leader in both situations.
