He was responsible for the day-to-day deployment of
his subordinates and intelligence gathering in regard to the
movement of illegal immigrants within his sub-Division, and success
of security operations in the area can be largely attributed to
the close co-operation between Police/Military forces fostered by him.

His skill often enables him to carry out work at sea which would
otherwise require the launch to return to the dockyard, losing many
hours of invaluable patrol time.
During the influx of Vietnamese refugees and Chinese
illegal immigrants, Mr Chan kept launches running far beyond their
normal refit periods. He worked long hard hours often under difficult
conditione.

distinguished himself as Divisional Superintendent in charge of the
