The Honourable Mr Justice Alan Armstrong HUGGINS
Mr Justice Huggins joined the Hong Kong judicial service.
as a magistrate in 1953 after serving as a magistrate in Uganda. He
was appointed a District Judge in 1958 and a Fuisne Judge in 1965; he
has been a Justice of Appeal since 1976.

Mr Malcolm James ALEX,NDER, JP
Mr Alexander joined the Marine Department in 1954 and
has been its Director since 1977. Throughout the years, with the
growth of Hong Kong's economy and trade, he has worked for the development
and expansion of port and shipping facilities; his contribution has been
particularly noteworthy in Hong Kong's development as a container port
during the past decade.

Mr Edward Hewitt NICHOLS, CBE
Mr Nichols joined the Hong Kong Government in 1959, after
12 years service in Sierra Leone and was appointed Director of agriculture
and Fisheries in 1966. In the years that followed the Department made
a significant contribution to the improvement of fresh food supplies
and took over responsibility for implementing the country parks
programme, and Mr Nichols himself contributed also to the work of the
Indo-Pacific Fishery Commission. Mr Nichols retired in 1980.
