The Honourable Charles Philip HADDON-CAVE, CMG, JP
Mr. Haddon-Cave has a long and distinguished career in the
public service. He joined the public service in East Africa in 1952
where he reached the rank of Under-Secretary to the Treasury in Kenya
in 1959. Following a year as Treasurer and Secretary for Finance in
Seychelles he returned to Kenya to become Deputy Secretary in the
Ministry of Agriculture. He was transferred to Hong Kong in 1962. He
then served as Assistant Director and Deputy Director of the Commerce
and Industry Department, until he moved to the Government Secretariat
as Deputy Economic Secretary in 1967.
He was subsequently appointed Deputy Financial Secretary in
1968 and Financial Secretary in July 1971.
The prosperity of Hong Kong and the ability of its Government
to promote its policies of social improvements, depend upon sound fiscal
and economic policies and direction. In this, the role of the Financial
Secretary is crucial and Mr. Haddon-Cave has steered Hong Kong's economy
with skill and sagacity for eight years, which included a period of severe
recession.
He enjoys a high reputation not only in Hong Kong but in
international financial circles, where much of the credit for Hong Kong's
continuing economic success in recent years is rightly attributed to him.

Dr. the Honourable Harry FANG Sin-vang, OBE, JP
Dr. Fang is a practitioner in orthopaedic surgery, an honorary
lecturer in surgery at Hong Kong University and the holder of several
senior appointments in surgery and medical administration in Hong Kong.
