"You have reminded me, Mr. President, of your Institution's

request for recognition of its corporate membership:

that is recognition

of it first as a qualification for employment within the Government;

secondly for work where Government exercises control over the private

sector, and ultimately as the sole qualification recognised for Hong

Kong engineers.

"These are ambitious targets and before they can be achieved

the Government will need to be satisfied that the Institution is geared

to ensure that the training and admission of candidates meet the highest

international standards, and also that, should the need arise, the

strength and will to exercise discipline and maintain those standards

throughout your practising membership exist.

"These decisions, once taken, cannot easily be reversed so do

please be understanding if we seem to be moving towards them with caution.

But, having said this, I do not foresee a long delay before the first

stage of recognition is granted.

"The Institution has achieved much during the year. It is

good to know that you have successfully negotiated the merger with the

Hong Kong Branch of the Institution of Structural Engineers.

"It strengthens your profession, but it is also easier for

the Government to deal with a profession that is united.

strengthening the ties you have with institutions in other

Commonwealth countries, running a successful international conference

here; and reopening professional contacts through engineering tours of

China.

"All this augurs well for the future. I wish you well and

know that you will not fail Hong Kong."
