NEW YEAR HONOURS LIST 1979

Knight Commander of the Order of the British Empire

The Honourable Jack Cater, C.B.E., J.P.

Mr. Cater has had a long and distinguished career in the public

service. Including a period in the Military Administration at the end of

World War II, he has served the Hong Kong Government for nearly 33 years.

He was appointed a Cadet Officer in 1946, and progressed through the

administrative service to become Director of Agriculture and Fisheries in

1964. He attended the Imperial Defence College in 1966 and served thereafter as Defence Secretary, P.A. to H.E. the Governor, and Deputy Colonial Secretary (Special Duties). He was seconded to the Hong Kong

Trade Development Council as Executive Director from March 1968 to

September 1970. On retuming to the Goverment he was appointed Director

of Commerce and Industry, and in October 1972 Secretary for Information.

He retired from Government service in 1973, but was appointed

Commissioner of the Independent Commission Against Corruption later the

same year. As the first Commissioner he was directly responsible for the

delicate and difficult task of establisning the Commission and its success

owes much to his drive and leadership. He was appointed Chief Secretary in

October 1978.

The Honourable Derek John Claremont Jones, J.P.

Mr. Jones joined the U.K. Civil Service in 1950. He subsequently served in the Colonial Office from 1955 to 1966, as Councillor (H.K. Affairs)

in the U.K. Mission, Geneva, 1967 to 1971 and as Deputy Director of Commerce

and Industry from 1969. He transferred to the Hong Kong Government in 1971

as Deputy Economic Secretary, and was appointed Secretary for Economic

Services in November 1973.

He was appointed Secretary for the Environment in 1976 and as

such is responsible for guiding and leading the work of the Secretariat

Branch with a particularly diverse and complex schedule of responsibilities.
