ANOTHER PRACTICAL AVENUE OF CONSULTATION ADVANCED BY MR. TSUI WAS THE OPENING OF A TWO-WAY COMMUNICATION CHANNEL THROUGH SUPERVISORS AND/OR FOREMEN AND THE DEPARTMENTAL MANAGERS.
HE SAID: +THIS APPROACH CALLS FOR THE SPEEDY AND FAITHFUL HANDLING OF INFORMATION UPWARDS AND DOWNWARDS.+
+THE ESSENCE OF ALL EFFECTIVE CONSULTATION AND COMMUNICATION PROCESSES, HE ADDED, +IS SINCERITY ON THE PART OF EMPLOYEES AND EMPLOYERS AND THEIR COMMON DESIRE TO SOLVE PROBLEMS QUICKLY AND AMICABLY.+
ON HIS SECOND SUGGESTION, MR. TSUI SAID THE AVERAGE SIZED AND LARGER ORGANISATIONS SHOULD SET UP AN EFFECTIVE PERSONNEL DEPARTMENT.
HE EXPLAINED THAT A GOOD PERSONNEL DEPARTMENT ACTS AS AN INTERNAL BRIDGE BETWEEN THE TOP MANAGEMENT AND THE SHOPFLOOR EMPLOYEES, THEREBY CREATING GREATER OPPORTUNITIES FOR CO-OPERATION BETWEEN THE PARTIES.
+HOWEVER, TO MAKE A PERSONNEL DEPARTMENT EFFECTIVE IT MUST BE MANNED BY TRAINED, QUALIFIED OR EXPERIENCED STAFF,+ MR. TSUI POINTED OUT.
+TO KEEP THEMSELVES ABREAST OF MODERN TECHNIQUES OF PERSONNEL MANAGEMENT, PERSONNEL DEPARTMENT STAFF SHOULD ATTEND RELEVANT COURSES OF TRAINING RUN BY THE EXTRA-MURAL DEPARTMENTS OF THE UNIVERSITIES, THE HONG KONG POLYTECHNIC, THE HONG KONG MANAGEMENT ASSOCIATION AND THE HONG KONG PRODUCTIVITY CENTRE.
+MOST OF THESE COURSES ARE CONDUCTED IN THE EVENING AND BY ENROLMENT WITH THEM, THEY CAN IMPROVE THE IR PROFESSIONAL KNOWLEDGE IN THEIR OWN SPARE TIME, HE SAID.
+ IT IS NOT ENOUGH TO HAVE A GOOD PERSONNEL DEPARTMENT WITHOUT COMPLEMENTING IT WITH SOUND EMPLOYMENT POLICY WHICH AIMS AT PROVIDING THE BEST POSSIBLE TERMS AND THE CONDITIONS OF EMPLOYMENT FOR EMPLOYEES AT ALL LEVELS,+ MR. TSUI ADDED.
ON HIS THIRD SUGGESTION, MR. TSUI SAID THAT AT AN AGE WHEN WORKERS WERE INCREASINGLY CONSCIOUS OF THEIR RIGHTS, EMPLOYERS AND PERSONNEL MANAGERS SHOULD ENSURE THAT THEY THEMSELVES WERE CONVERSANT WITH THE PROVISIONS OF LABOUR LEGISLATION.
THE LAW OF TODAY WAS MUCH IMPROVED COMPARED WITH THAT OF 10 YEARS AGO, MR. TSUI ADDED.
+WHILE WORKERS BENEFIT FROM IMPROVED LABOUR LEGISLATION, THEY SHOULD DO THEIR PART BY FULFILLING THEIR OBLIGATIONS UNDER THE LAW,+ MR. TSUI ADVISED.
MR. TSUI THEN INVITED EMPLOYERS AND EMPLOYEES TO APPROACH ANY OF THE SIX BRANCH OFFICES OF THE LABOUR RELATIONS SERVICE OF THE LABOUR DEPARTMENT ABOUT PROVISIONS OF THE EMPLOYMENT ORDINANCE AND OTHER LABOUR RELATIONS MATTERS.
HE ADDED THAT STARTING FROM MONDAY (JUNE 19) ALL SIX BRANCHES WILL REMAIN OPEN DURING THE LUNCH HOUR BETWEEN 1 P.M. AND 2 P.M. ON WEEK DAYS (EXCEPT SATURDAYS) TO FACILITATE CONSULTATIONS BY MEMBERS CF THE PUBLIC OR LODGING OF COMPLAINTS WITH THE SERVICE.
