PROPOSALS FOR ENVIRONMENTAL PROTECTION
Proposals for the protection of the Hong Kong environment were
presented today by the Environmental Resources Limited (DRL). ERL has

recently completed a 2 years study for the Hong Kong Government on the
territory's environmental problems.
The proposals have been designed to enable the Government to control pollution and to improve the quality of the environment in Hong Kong.
Included in the consultants' recommendations are :
New Legislation
Five new ordinances have been proposed
covering the control of air, noise and water pollution, the
disposal of solid waste and the preparation of environmental
impact statements. It is hoped that after a trial period, .
these will be consolidated into a comprehensive Protection
of the Environment Ordinance.
Environmental Research

The consultants have stressed the
need for more extensive research and monitoring to enable
the authorities to anticipate potential problems and develop
the most appropriate measures.
Pollution Control A phased introduction of the legislation
has been proposed. The intention is that emphasis will first
be placed on preventing further deterioration of the environment.
Improvements will be sought by introducing appropriate measures
at the design stage both in the normal course of renewal of the
urban areas and as new processes are introduced into Hong Kong,
