Mr. Leung Tat-shing: Mr. Leung, who retired as a Chief Health
Inspector of the Urban Services Department in 1971, is a well-
known trade unionist. He was president of the Hong Kong Public
Health Inspectors' Association from 1969 to 1971. An elected
member of the Labour Advisory Board since 1971, Mr. Leung was
chairman of the Urban Services Department Kowloon Workers General
Union from 1965 to 1971 and since then its president. He was
a member of the Industrial Training Advisory Committee and the
Hong Kong Productivity Council. He is the secretary of the Yan
Chai Hospital in Tsuen Wan.

The Rev. Father Patrick Terence McGovern, SJ: Father McGovern,
who arrived in Hong Kong in 1955, was educated by the Society
of Jesus with special training in sociology and social work.
taught in the Wan Yan College for many years and worked as the
Director of Caritas Centre, Kennedy Town from 1955 to 1958. Very
active amongst industrial workers, Father McGovern is the founder,
past chairman and currently is advisor to the Industrial Relations
He is Warden of Ricci Hall at the Hong Kong University.
Father McGovern is a member of ICAC's Citizens Advisory Committee

Mr. Wong Lam: Mr. Wong, formerly a bus-conductor, now works as an operations
officer for the Kowloon Motor Bus Company. He is chairman of
the Wing Ying Mutual Aid Committee and vice-chairman of the Kwun
Tong Industrial Area Committee and a member of the Mong Kok East
Area Committee since 1973. He is a member of the Central Fight Violent
Crime Committee. Mr. Wong is the founder director of the Kwun Tong
