Mr. Howard John Rumbelow, C.P.M.
Mr. Rumbelow, Chief Superintendent, joined the Royal Hong
Kong Police Force in 1949. In May 1973 he assumed command of the
Narcotics Bureau. By his outstanding leadership and a high degree of
diplomacy in dealing with other government agencies and foreign police
forces, he succeeded in disrupting the largest illegal drug syndicate
in the Far East and instituting prosecutions of many of its most
senior organisers.
