Commenting on the scheme, a spokesman for the Housing Authority

said the idea was to give a fair chance to the many people living in the

New Territories, particularly in Tuen Mun and Sha Tin.

"These people had not previously applied as they were unaware

until relatively recently of plans to build public housing in these areas,"

he said.
