With this in view, two new districts had been created under the

New Territories Administration to provide for the future needs of the new

towns to be developed at Shatin and Tuen Mur.

"In addition to the new post of Secretary for the New Territories,

two other senior posts have recently been established, "said the spokesman.

"These provide for a Deputy District Commissioner to assume responsibility

for new towns and, within the Public Works Department, a Director of New

Territories Development.

The Deputy District Commissioner will function within the New

Territories Administration to ensure that services to the new towns of

Tsuen Wan, Shatin and Tuen Mun are properly co-ordinated and efficiently

managed.

Such services will naturally cover not just the basic requirements

of housing, education and health facilities but also recreational and

cultural amenities.

"Ee will also ensure that local views, opinions, wishes and

complaints are speedily dealt with.

"The Director of New Territories Development will supervise the

progress of public works both within the new towns and throughout the rural

areas," the spokesman said.

He added: "We believe that all these new measures will enable

the government to function more efficiently, because the political aspects

of administration and the co-ordination of public services in the new towns

and rural areas, re now so important as to require a full Secretary in

charge."
