"The four parts are nevertheless interdependent. Success in
interdiction will be shortlived, and might even have very serious social
consequences, if not coupled with adequate facilities for treatment.
Facilities for treatment will not be much used if cheap and abundant supplies
of drugs are available. Action is thus needed on all simultaneously, and
on a continuing basis. The welfare of our community requires this, and
the government is determined to achieve it."
