The powers of investigation, under the ordinance, of the
Attorney General will be transferred to the Commissioner, who may authorize
investigating officers to exercise such powers on his behalf.
The Commissioner will also be given discretion to disclose the
identity of a person under investigation- in certain clearly defined situations
where that person, and others, are already aware of the investigation.
