However, he said they might be misleading for two main reasons.
Firstly, many of the suspended sentences could still take effect,
sinse the period for which a sentence might be suspended could be for
up to three years. And secondly, it was impossible at this stage to be
sure that the apparently low rate of further convictions was not attributable
to the fact that further offences had not been detected, he said.
