In such cases where the tenant had contracted to pay an increased

rent, it would be a reasonable concession to landlords to allow such

agreed increases, he said, "Tenants in these cases would of course enjoy

the security of tenure afforded by the bill."

Mr. Lightbody noted that the bill provided for on-going rent

increases, and should ensure property owners a reasonable return on

their investment while leaving newly completed premises free of control,

"At the same time," he added, "existing tenants are protected

against unreasonable rent increases and will enjoy security of temire,"
