In this regard the

desirability of enlisting some of the younger members of the community

would particularly be borne in mind.

The Colonial Secretary spoke at some length on the public service

and its re-organisation and noted that the changes introduced on the advice

of the McKinsey team of consultants would help improve the overall

efficiency of the government.

There were yet weaknesses to be overcome and these were being

tackled, he said, but there was equally much to be said for the strength

and enterprise of the civil service and the police force, both of which

ocupare very favourably with others elsewhere.
