"I believe that organised competitive sport can stimulate in our
young people a pride of location and a pride of place which will be of
great importance," he said.
He agreed with the government's cautious approach to the problem
of gambling and proposed that the off-course betting offices might be used
for community purposes, such as for paying utility bills, when betting was
not taking place.
