APPOINTMENT OF COMMISSION OF INQUIRY
A three-member commission of inquiry has today been appointed
by the Governor in Council to enquire into the escape of oil from a
storage tank at the Shell Oil Installation at Aplichau last Thursday
night.
The Chairman of the Commission is Mr. W.S. Collier, District
Judge. The other two members are Professor S. Mackey 0.B.E., J.P., and
Mr. Alex 8.0. Tu, O.B.E. Mr. Collier and Prof. MacKey have both agreed
to serve on the Commission; a telegram has been sent to Mr. Alex Wu,
who is at present out of the Colony, inviting him to serve.
The Commission of Inquiry has been appointed under the Commissions
of Inquiry Ordinance (Cap. 86) and its terms of reference are as follows:
"To enquire into the circumstances in which a storage tank at
the Shell Oil Installation at Aplichau fractured, during the night of 8th/
9th November, 1973, to ascertain how oil escaped from that tank into the
sea, in spite of the various safety devices provided, and to make
recommendations to the Governor for the prevention of similar accidents in
the future."
The Commission is required to submit its report to the Governor
by January 31, 1974.
