"Furthermore, there was no delay when it came to handling the

subsequent re-application, which resulted in the occupation permit being

granted, on October 5, again within the requisite statutory period.

"I also wish to state that while there have been occasions

when the processing of occupation permit applications has been delayed

over the statutory period, such delays have in the vast majority of

cases been due solely to incomplete applications by authorized architects

and I accordingly deny that the door is left open for corruption by the

Public Works Department, as implied."
