The Financial Secretary said: "The construction of a comprehensive

set of National Income accounts using the expenditure, income and product approaches is a continuing task and one which will proceed pari passu with

the steady development of the Census and Statistics Department.'

He emphasised that this development largely depended on whether

"we can recruit qualified staff into the public service."

However,

Mr. Haddon-Cave added that the Government had been

successful in this thanks largely to the enthusiastic efforts of successive Commissioners,
