He explained that Councillors were taking a very close, hard look
at the state of the Urban Services Department.
"We have left no stone
unturned in our effort to try and find out where weaknesses lie, where our
strength lies, what we can do, or not do, with the resources in hand."
The study will determine whether the Council has the means to
introduce improvements to existing services; to enlarge their scope
progressively and even to experiment with innovations in some areas.
