The points raised by the Joint Secretariat have extensive
implications. It is not possible to analyse them in detail at this
stage, but they will be considered further by the Board of Education.
As the Chairman of the Board has already stated, the Board
will be pleased to consider these present proposals and any others
the Joint Secretariat might have on this vital issue.
