"A sympathetic approach to the problem of handicapped

children, by itself, is not sufficient,"

In his view, the services had reached a stage where they

were beginning to require a comprehensive programme for early

identification of particular handicaps so that treatment could

begin early to enable the severe effects of disability to be avoided.

"I think there is a need to set up child development

assessment services, and this will require the training of staff

in order to achieve a high standard of work," he said.
